And, on average, the Dow has moved 2 percent or more only about once a month for the last few years.

It'll probably take three or four days before I can really move 100 percent on it.

All three have been correct, moving in unison 18 times, or 82 percent of the time.

"If we get three months down the road and we have moved less than 3 percent, that will be more telling."

Why not move 100 percent to cash for complete "protection"?

"Even with the cast, I was moving 85 percent by then," she said.

"But in a close election, if they can move two or three percent of the vote, that can be the difference."

The goal is to move more than 15 percent of the 360,000 recipients into the work force.

"They'll move into an area and strip 15 to 20 percent of the available forage away in no time at all," he said.

"But, in order to keep risk under control, the fund now has moved 15 percent into cash."
