The Talent Bank was set up, in part, to help place minority and female job seekers in city government.
When she was working in government relations for Citibank, a friend told her about the Talent Bank.
Moreover, most of the jobs filled through the Talent Bank paid less than $20,000 a year.
In the case of the Talent Bank, there were two such updates in 1983, but none could be found for the years after that.
Included among the documents made public by the commission are computer printouts of people hired for city jobs through the Talent Bank.
In three years, the Talent Bank filled 1,300 jobs out of the 30,000 under the Mayor's control.
Something went wrong in the Talent Bank on however small a scale.
