Donovan didn't give details on what these options are, but said the service will become available in "the coming weeks."

The options, he said, range from nothing at all, to a simple cleaning, to "radical surgery."

Starting in 1996, the company issued 9.2 million options using this technique, a letter written by one of its lawyers says.

The other option says the government will identify steps needed to conserve fish and wildlife but does not require officials to take them.

But the continuing uncertainty about the budget effectively rules out that option, the analysts said.
