The future bridegroom is a project manager in the Massachusetts division of capital planning and operations in Boston.

The 13-member commission has broad authority over capital planning, zoning and other contentious land-use issues.

"Since it's underground, the building will have a very stable environment," said David Oldham, manager of capital planning and construction for the library.

We believe transportation, capital planning and a few other educational services are best delivered at the borough level.

Authority officials said the move would save money, improve service and eliminate duplication in areas like administrative services and capital planning.

"But no projects will be dropped off the table," said Joan McDonald, assistant director for capital planning.

"New York City's schools don't have a capital financing crisis," he said, "they have a capital planning and management crisis."

He said the proposal included measures that could help hold down costs, including line-item veto power, a budget review office and long-term capital planning.

"It's not something we wanted to do," said William T. Brina, the state's coordinator of capital planning, financing and state aid.

All facets of capital planning are taken into consideration just as they would be in private industry.
