In 1874, he was appointed director in the Ministry of Ecclesiastical Affairs.

In 2010 he was appointed as head of department in the Ministry of Foreign Affairs.

Five days later, Kolberg was appointed state secretary in the Ministry of Defence.

In the following year he was appointed secretary to the government of Burma in the Ministry of Information.
