Japan, meanwhile, said its import cuts were not politically motivated, according to news agency reports from Tokyo.

The import cuts are required by the Food Security Act of 1985, which was passed despite the Administration's strong objections.

As a precaution it drew up contingency plans in May 1946 in case the loan was rejected by the US Congress, plans which included a list of significant import cuts.
