It doesn't have the money or the power to do so on anything like the scale that national governments can.

The fact that the government can and does make it's own rules as it goes along encourages others to do the same.

In my country it also a big problem and our government try to find how can we stop that.

Power and money can still get humanity into space, even if the government can't, or won't.

Individuals cannot protect their countries from terrorists - but governments can.

"I don't think any government anywhere can or does budget that way."

And whether the next government can or wants to really foster institution building.

"Leadership would have been going to them and saying, 'I need you to help provide services because government can't.' "

Can any government that pretends to be democratic not concern itself with such an issue?

Individuals are responsible for their own actions; government cannot and should not protect us from ourselves.
